Boyle Statement on 2025 CBO Baseline
WASHINGTON, DC — Today, Pennsylvania Congressman Brendan F. Boyle (PA-02), Ranking Member of the House Budget Committee, issued a statement following the release of the Congressional Budget Office's (CBO) Budget and Economic Outlook: 2025 to 2035:
“CBO’s 2025 baseline report makes one thing clear: President Trump is inheriting a strong economy built by Democratic leadership and the Biden Administration. Our policies have supported record job creation, steady growth, and progress on reducing inflation. However, we know that too many families are still struggling, and there’s more work to do.
The CBO baseline includes the expiration of the 2017 Republican tax cuts, which overwhelmingly benefited the wealthy. Yet Republicans are determined to extend these reckless giveaways to the ultra-rich, adding $4.6 trillion to the deficit. Instead of prioritizing working families, they focus on handouts for billionaires, leaving everyday Americans to pay the price.
Democrats are committed to solutions that strengthen the middle class. That’s why I’ve introduced legislation like the Ultra-Millionaire Tax Act and the Medicare and Social Security Fair Share Act—because the wealthy must pay their fair share, and working Americans deserve a government that fights for them.
While Democrats work to lower costs, Republicans push policies that would make life harder for families. Their blanket tariffs would raise prices on everyday goods, hitting the very people they claim to support. Time and again, their actions betray the working class.
The CBO report also highlights fiscal challenges ahead, including a projected rise in debt held by the public to 118 percent of GDP by 2035. Addressing this requires fair, responsible solutions—not more tax cuts for the wealthy.
Democrats understand that families need more breathing room, and we’re ready to keep fighting for an economy that works for everyone—not just the richest few. As President Trump takes office, the stakes couldn’t be higher. Republicans would deepen families’ struggles. We must stay the course and keep building an economy that lifts up all Americans.”
