Donald Trump’s Project 2025 puts polluters over people and our climate future at grave risk. It repeals the Inflation Reduction Act (IRA), throwing away the single greatest investment in combating the climate crisis in American history. It guts the Environmental Protection Agency (EPA) and cuts the Department of Energy (DOE). Project 2025 reinforces a legacy of Republican plans, including the House Republican 2025 Budget and the 2025 Republican Study Committee Budget, which threaten progress already being made.

 

In contrast, the Biden-Harris Administration and Congressional Democrats have a dramatically different vision for America’s future. We are committed to protecting the climate and environment for generations to come, building on the IRA’s nearly $400 billion historic investment that puts our country on a path to a clean energy future.

2025 Biden-Harris Budget

Repeals the IRA and boosts profits for oil and gas industry cronies at the expense of American families, communities, and the environment.

Builds on the investments in the IRA by continuing to tackle the climate crisis; investing in clean energy development, infrastructure, and jobs; and furthering climate justice initiatives.

Lowers the corporate tax rate, which would give the five largest oil companies a $1.3 billion tax break.

Increases the corporate tax rate to 28 percent, undoing part of the massive corporate giveaway in the Trump Tax Scam and asks corporations to pay their fair share while raising over $1 trillion in revenues.

Eliminates key offices at the DOE including the Office of Energy Efficiency and Renewable Energy, the Office of Clean Energy Demonstrations, the Office of State and Community Energy Programs, the Office of Grid Deployment, and the Loan Programs Office.

Provides $52 billion in discretionary budget authority for the DOE, a 4 percent increase over the 2024 enacted level, allowing the DOE to continue progress towards a clean energy future and supporting climate and environmental goals.

Guts the EPA, diminishing its authority and cutting its funding, leaving it unable to protect the climate and environment for future generations.

Provides nearly $11 billion in discretionary budget authority for 2025, a 20 percent increase over the 2024 enacted level, allowing the EPA to expand its work protecting human health and the environment.

Withdraws the United States from critical international agreements, including the Paris Agreement, damaging our international reputation.

Provides resources to enhance participation in the Paris Agreement, continuing our commitment as a global leader in the fight against climate change.

Attacks efforts to advance environmental justice through actions such as eliminating the EPA’s Office of Environmental Justice and External Civil Rights.

Builds on efforts such as the Justice40 Initiative to continue energy equity and justice efforts. Provides almost $1.5 billion for EPA to support environmental justice efforts, with a new $25 million grant to develop EPA programs in Indian Country.

Undermines scientific research on climate change, denying research from the U.S. Global Change Research Program under the Biden Administration and crippling other research efforts across government.

Provides $4.5 billion in funding for the National Aeronautics and Space Administration (NASA), National Oceanic and Atmospheric Administration (NOAA), National Science Foundation (NSF) and other agencies for climate research.
