Boyle Slams Trump Admin’s Continued Lawlessness Following GAO Legal Opinion

August 5, 2025

WASHINGTON, DC Today, Congressman Brendan F. Boyle (PA-02), Ranking Member of the House Budget Committee, released the following statement in response to the nonpartisan Government Accountability Office’s (GAO) legal opinion concluding that President Trump illegally withheld funding for lifesaving grants at the National Institutes of Health. This follows Ranking Member Boyle’s request in March for a GAO investigation into the Trump administration’s illegal funding freezes.

“Once again, GAO has confirmed that Donald Trump and Russell Vought illegally froze funding that Congress approved. The American people can’t afford delays in lifesaving NIH research to find cures for diseases like Alzheimer’s and cancer. Congress passed this funding into law, and Donald Trump is legally required to deliver it.”
