Boyle Statement on SCOTUS Decision in “Pocket Rescission” Case
WASHINGTON, DC — Congressman Brendan F. Boyle (PA-02), Ranking Member of the House Budget Committee, released the following statement after the Supreme Court allowed Donald Trump’s use of so-called “pocket rescissions”:
“Donald Trump’s so-called ‘pocket rescissions’ are plainly illegal under the Impoundment Control Act. Yet today, the Supreme Court chose to give cover to this abuse of power. This ruling hands Trump and Russell Vought — architect of Project 2025 — the ability to withhold foreign aid already approved by Congress, weakening our global standing and strengthening China’s hand.
It won’t stop there. If a president can hold back foreign aid, he can do the same with disaster relief, public health programs, or public safety funding promised to American communities. No investment is safe if Congress’ explicit spending decisions can be erased by one man.
That is why Congress must act. My Congressional Power of the Purse Act would end this abuse once and for all and ensure no president can unilaterally cancel funding.”
