Budget Committee Democrats Release New Explainer on Illegal “Pocket Rescissions”
PHILADELPHIA, PA – Congressman Brendan F. Boyle (PA-02), Ranking Member of the House Budget Committee, issued the following statement after reports that the Trump administration announced an illegal “pocket rescission” of lawfully appropriated funds:
“This so-called pocket rescission isn’t worth the paper it’s printed on. It is deeply alarming, plainly illegal, and a blatant abuse of power. Congress approved this funding on a bipartisan basis, and the Constitution is clear: it is Congress—not the President—that holds the power of the purse. With this illegal power grab, Donald Trump and Russell Vought are driving us toward a government shutdown.
If Donald Trump cared about saving money, he wouldn’t have added trillions to the deficit with his tax breaks for billionaires. The only thing Donald Trump actually cares about is grabbing more power. Will Congressional Republicans finally stand up to Trump, or will they once again do nothing as he tramples on the law and the Constitution?”
