Boyle Statement on Trump Administration’s Pocket Rescission

WASHINGTON, DC —Today, House Budget Committee Ranking Member Brendan F. Boyle (PA-02) issued the following statement after the Trump Administration moved to cancel nearly $1 billion in congressionally approved funding:

“Donald Trump knows he can’t get these cuts through Congress, so he is illegally making them through the back door.

Trump’s actions are a blatant attack on Congress’s constitutional power of the purse. It is exactly why we need to pass my Congressional Power of the Purse Act and stop any president from illegally overriding Congress.”

Background:

Boyle’s Congressional Power of the Purse Act would prevent an administration from illegally running out the clock on congressionally approved funding by requiring OMB to release funds at least 90 days before they expire. The legislation would also strengthen enforcement of the Impoundment Control Act and give Congress and GAO stronger tools to stop an administration from illegally withholding funding that Congress has already approved.
