GAO Once Again Finds Trump is Breaking the Law

July 31, 2025

WASHINGTON, DCCongressman Brendan F. Boyle (PA-02), Ranking Member of the House Budget Committee, released the following statement after the nonpartisan Government Accountability Office (GAO) issued a legal opinion finding that President Trump violated the law by withholding funding for the Renew America’s Schools Program. This finding follows Ranking Member Boyle’s request in March for a GAO investigation into the Trump administration’s illegal funding freezes.

“Today, the nonpartisan GAO confirmed that the Trump administration illegally withheld congressionally approved funding that Americans depend on. Donald Trump and his budget director, Russell Vought, violated the Impoundment Control Act by blocking investments that were required by law. This is a clear attempt to override the will of Congress and deny people the support they were promised. I’ll keep fighting to make sure these investments reach the people they were meant to help.”
