Statement from Ranking Member Boyle on Russell Vought’s Nomination for OMB Director

January 15, 2025

WASHINGTON, DCToday, Congressman Brendan F. Boyle (PA-02), Ranking Member of the House Budget Committee, released the following statement after the Senate Homeland Security and Governmental Affairs Committee’s nomination hearing of Russell Vought to serve as Director of the Office of Management and Budget (OMB):

“Today’s hearing was just the latest evidence that Russell Vought is unfit to serve as Director of the Office of Management and Budget. As the architect of Donald Trump’s ‘Project 2025,’ Mr. Vought has advanced a radical, partisan agenda aimed at dismantling critical government programs that millions of Americans rely on.

Even more troubling, Mr. Vought is encouraging President Trump to undermine the Constitution by ignoring Congress’s authority over federal spending. This reckless and illegal power grab would allow the Administration to withhold funding for critical programs—like food assistance and disaster relief—simply because they don’t like them.

The OMB Director plays a crucial role in managing taxpayer dollars appropriated by Congress, ensuring the government runs efficiently, and helping to address the most pressing challenges facing our nation. We need someone in this role who is fully committed to the well-being of all Americans. Russell Vought has made it clear he is not that person.

I strongly urge the Senate to reject his nomination.”

The Democratic Staff of the House Budget Committee previously released a fact sheet explaining unlawful presidential impoundments. The fact sheet details the importance of the Congressional Budget and Impoundment Control Act of 1974 and makes clear that the power of the purse rests solely with Congress.
